Five AI video generators ranked on what their terms actually allow, what video costs, and who owns the clips, from local Wan 2.2 to Mage and Grok.

Key Takeaways
Top pick: Wan 2.2 running locally in ComfyUI. It's the only option here with no filter at all, because no company sits between you and the model. It's Apache 2.0 and free, but you need a real GPU and an afternoon.
Best for unrestricted in browser: Mage. Unlimited video from $30/month on Pro, clips up to 15 seconds, and open models like Wan and LTX next to Mage's own. User friendly.
"No restrictions" has a floor everywhere. Every hosted tool on this list bans minors and non-consensual likenesses of real people, and so does the law, on your own hardware too.
The mainstream option has a ceiling. Grok Imagine's Spicy mode tops out at what an R-rated movie would show, needs a SuperGrok or X Premium+ subscription, and now lives only in the mobile apps.
Why AI video generators keep refusing mature work
If you cut horror, make music videos with any edge to them, animate adult characters or sell mature content, you already know the routine. Kling, Hailuo and PixVerse all ban sexual content in their terms, and their filters catch a lot more than that: blood, a bare shoulder, a word that reads wrong out of context. You lose credits on refusals and get no explanation.
So this list ranks tools on whether they'll let you make the scene you actually storyboarded, what they cost once video is switched on, and whether you can sell the result. Clip quality matters, but it comes after those.
Every tool here has some rules. The local option comes closest to none, because there's no server to say no, and each hosted entry says exactly where its line sits. If you're after stills instead, our uncensored AI image generators roundup covers that side.
How we picked
What the terms allow. We read the content rules for each tool rather than its landing page. A tool that markets itself as unfiltered but bans most of what you'd use it for ranks below one that says less and allows more.
What the video is like. Clip length, resolution, which models you get and whether characters stay consistent from shot to shot.
What video costs. The cheapest plan that actually includes video, with the plan named and the date checked.
Who owns the output. Whether you can sell the clips, and whether "you own it" means exclusive rights or something looser.
How you pay. Card or crypto, because that decides whether a tool is a practical option for a lot of people.

1. Wan 2.2 in ComfyUI - no filter, if you have the GPU
Wan 2.2 is Alibaba's open video model family, released on July 28, 2025, and it's what most people run when they want no filter at all. You download the weights, load them in ComfyUI, the free node-based interface, and generate on your own machine. There's no account to sign up for and nobody reviewing what you make.
The 5B model makes 720p at 24fps. Alibaba says it wants a 24GB card like an RTX 4090, while ComfyUI's own guide says it should fit in 8GB with offloading, slowly. The bigger 14B models officially want 80GB, but quantized GGUF versions bring each of the two 14B experts down to about 9.7GB at Q4, which puts it within reach of a 12GB or 16GB card with offloading. Our GPU guide for local AI video goes deeper on the hardware.
The model won't refuse anything, but it also wasn't taught much. Wan's technical report says its training data was filtered on NSFW scores, so adult work leans on community LoRAs (small add-on weights that teach a model something new) from Civitai and Hugging Face. And the setup is real work. Expect a few hours before you're productive, and clips around five seconds.
Two alternatives worth knowing. LTX-2.5 (open since August 11, 2026) generates video and audio together, wants 16GB or more with community quantizations, and is free for companies under $10 million in annual revenue. HunyuanVideo 1.5 runs in about 14GB with offloading, but its license excludes the EU, UK and South Korea. Skip MiniMax H3 if you're in the US: its license excludes the US, EU, UK and South Korea unless MiniMax grants a license on request.
Best for: Editors and animators with a 12GB-plus NVIDIA card who want every dial and no one checking.
2. Civitai - open models and LoRAs without your own GPU
Civitai is where most of the community LoRAs for open video models live, and its on-site generator runs Wan, LTX2 and HunyuanVideo, so you can use them without owning the hardware. Since mid-April 2026 (announced April 9), it runs as two sites: civitai.com is safe-for-work only, and adult content and generation moved to civitai.red. Accounts and models are shared across both.
Paying for it is the confusing part. Memberships start at $10/month for Bronze and are bought by card on civitai.com. Card-bought credits only work for safe-for-work generation, so adult generation on civitai.red runs on credits bought with crypto, or on the earned credits a membership unlocks there.
The limits: Civitai bans content based on any real person's likeness, in any rating. The closed models on its generator (Kling, Veo, MiniMax and others) keep their own filters, so adult output in practice comes from the open ones. Its terms don't say who owns generator output. And it blocked UK access in July 2025.
Best for: Animators who want open models and community LoRAs in the cloud.
3. Mage - the deepest video stack you can reach in a browser
Mage is a browser tool with an unusually wide model list, and it's the easiest way on this list to get permissive video without installing anything or paying in crypto. Video is unlimited from the Pro plan at $30/month. Pro includes Wan, LTX and MiniMax-H3, the same open models from entry 1, plus Mage's own Melon and Lemon. Pro Plus ($60) and Max ($200) add more of Mage's models, and Max is the only tier that reaches 2K.
Characters, which is unlimited from Pro, lets you tag a saved character into a video prompt so the same face carries across shots. That's the part a music video or short series actually needs.
Mage prohibits pornographic content, although non-sexual nudity is generally permitted, and lab-run models such as Grok Video keep their maker's filters.
Best for: Editors who want mature video in a browser with consistent characters.
4. Promptchan - uncensored images first, video on top
Promptchan is an uncensored image generator that added video to its top plan. Every plan includes uncensored images, and a daily allowance of free Gems lets you try it without a card. Video, clip extension and voice come with Pro at $33.99/month.
It sits below Mage on video depth. Promptchan doesn't publish clip length or resolution, video costs Gems on top of the subscription, and clips are deleted after 24 hours unless you publish them, which is a strange default for anyone editing the output into something longer. Its terms are clear on the rest: you keep ownership of private work, anything you publish gets a broad, permanent license to Promptchan and other users, and non-consensual deepfakes end your account.
Best for: Image-first creators who need the occasional explicit clip.
5. Grok Imagine - the only mainstream app with a mature mode
Grok Imagine is the one big-name generator with a mature setting. Spicy mode needs a SuperGrok subscription (about $30/month) or X Premium+, plus age verification, and it now lives only in the iOS and Android apps. It makes short clips with sound.
Its ceiling is lower than the reputation. Elon Musk set the bar at what an R-rated movie would allow, which rules out explicit content, and users report that a July 2026 model update tightened it further. In January 2026, after Ofcom and California's attorney general opened investigations, X stopped Grok from editing real people into revealing clothing, and the European Commission opened its own proceedings later that month. It's the least permissive tool here, and the one most likely to change its rules again.
Best for: People already paying for Grok who want mildly mature clips.
What every tool still bans
Two laws moved this year. In the US, the FTC began enforcing the TAKE IT DOWN Act on May 19, 2026, so platforms must remove non-consensual intimate images within 48 hours of a valid request. In England and Wales, creating or requesting an intimate deepfake of a real adult without consent has been a crime since February 6, 2026, even if it's never shared.
Every hosted tool here also bans content involving minors, and making it is illegal everywhere, including on your own GPU. "No content restrictions" means no filter on adult and violent themes with fictional people or yourself. It does not mean real people, and it never means minors.
